Abstract "The questions this paper will seek to address are: (1) Is institutional change and full devolution possible to a common property regime in the case of the conditions of north Mozambique?; (2) Is historical analysis a useful tool to understand and predict the nature, direction and speed of institutional change for such regimes and programmes?; and (3) Does the analysis of a particular case study help in understanding the winners and losers in this change and the key actors and their influence?
