Abstract: "This paper analyzes power relationships in administration of third world community forestry projects funded by first world donors. The limits to 'powerful' participation by communities are viewed as barriers to the success of most projects, while participation of communities in monitoring and evaluating are seen as indicators of potential success. Based on five years' experience in project implementation and evaluation, the paper focuses particularly on recent experience in the Sudan, and suggests directions for institutionalizing the participatory paradigm."
