Abstract: "Three instances of transboundary environmental conflict will be analyzed. Environmental policy seems hardly capable of addressing these conflicts. It could be asked why this is the case, and if directions for solution can be indicated. As a central thesis, I will argue that environmental policy is overly concerned with the problem of allocation. This problem is closely related to the policy's place in society and with the procedures that underlie its making. Managing processes of social change, then, ought to take greater prominence. An innovative management strategy will be introduced and the success factors will be discussed."
