Abstract:	"A regional, ecosystem-based approach to management of coastal and ocean resources has been recommended by two expert ocean commissions. These reviews noted that the coastal and ocean resources are in serious decline, that the current management systems seem unable to address the challenges to those resources, and that this new approach to ocean governance is the best option for future policy."
