Abstract: Subsequently published as: "Temperate Mountain Forests; Common-Pool Resources with Changing Multiple Outputs for Changing Communities." (1990) Natural Resources Journal 30(3):685-707. "This paper broadens the concept of common-pool resources with reference to a resource supplying many joint products whose relative importance to different communities has changed over time. Case studies refer to forests in the Swiss Alps and Colorado Rocky Mountains. For each region, two levels of analysis are developed. These concentrate on outputs of wood, recreation and protection from natural hazards, and consider: 1) policy development for the two regions and a study area within each; 2) the changing supply of forest outputs from the study areas, within the context of changing policies and demands on the forests."
