Abstract: "Fundamentally associated with the design of institutional arrangements for the governance of any group is a theory of constitutional choice. Implicitly or explicitly when individuals consider the design of their relationships with others, they choose from a set of possible arrangements which pertain to the management of human affairs. Even when individuals have not dredged to the surface of their consciousness the reasons for the structuring of relationships which they have chosen, if we reject a world of predetermined activities, choices based on some belief about consequences have been made."
