Abstract: "Focuses on the design and development of common property institutions for the management of natural resources, particularly communal grazing land, with land redistribution programmes in South Africa. Suggests four critical issues which affect common property regimes: 1) implications of ecological dynamics for institutional design; 2) influence of socio-economic structure; 3) power structures and appropriate institutional arrangements; 4) enabling policy environment. Predicts the emergences of conflict over Common Property in South Africa with land redistribution programmes. Advocates an approach to land reform which actively supports local level decision making and institution building."
