Abstract: "This study compares two districts with decentralized CAMPFIRE programs in the Zimbabwean southeastern low veldt. Their experience with ward level programs suggest it may be easier to decentralize to a base level and organize laterally and upward than for mid-level institutions to promote further decentralization."
