Abstract:	"This paper describes the context in which development of commercial trawling in Indonesia took place, and provides assessment of the largely favorable effect of the trawler ban on Indonesia's fisheries sector. The paper concludes by examining the concept of traditional resource use rights. It was in reference to these rights that the Indonesian government rationalized the prohibition of trawlers."
