Abstract: "The main aim of this paper is to understand key problems of the Uzbek WCAs associated with poor conditions of irrigation systems and assess the role of institutions to overcome the problems of collective action in managing the irrigation systems. The Institutions of Sustainability (IoS) framework is employed for understanding the interdependencies between ecological and social systems of common pool resources (e.g. irrigation systems), taking into account properties of transactions in irrigation system, different types of actors, policies, institutions and governance structures, and displaying their relevance in action arena, which is being as 'decision on irrigation canal maintenance at WCA'. The theory of common pool resources and collective action is used for understanding the classification of institutions that are conducive for successful common pool resources management."
