Abstract: "The importance of public-domain data for scientific research is taken so much for granted-especially in the United States-that it is difficult to identify the precise boundaries of this domain, to describe its operations, and to evaluate the normative and legal infrastructure that supports it. Individual researchers know a little about the public domain as it affects their discipline, but very few understand how the overall system works."
