"The present paper reports on progress made in initiating and institutionalizing communal forestry in the hill areas [of Nepal] through this project, which is supported by technical assistance from the Food and Agriculture Organization of the United Nations (FAO) and the United Nations Development Programme (UNDP) and by a loan from the World Bank (IDA). During the initial phrase covered here, the project has been operating in 400 panchayats in 29 administrative districts, spread throughout the middle hill areas of the four regions of the country. The subject of the paper is therefore not a case study in the usual sense of the term. Its focus is not on a single population group, or a small number of groups. Instead, it encompasses an initiative by a government to provide a widely applicable framework for developing productive local forest management systems suited to present needs, which would build upon local traditions and practices for forest resource management."
