Abstract: "In the recent flurry of attention in the West concerning the fate of the tropical forests, two views stand out. One, articulated most recently by the World Resources Institute in their Tropical Forests Action Plan, is targeted at the populations most directly affected by deforestation but appropriates the right to speak for them. A judicious plan of investment and organizational initiative coordinated at the highest policy levels, it suggests, can simultaneously solve the fuelwood crisis, meet shortages of industrial wood in a expanding global economy, and protect biological diversity in large areas of the globe."
