"This paper continues elaboration of approaches to the development of integrated national ocean policy suggested previously by Arid Underdal and the author. Brief summaries of the arguments therein are provided followed by presentation and application of a framework for comparative evaluation of the performance of national ocean policy decision systems. In addition, the analysis of multiple use conflicts as a critical element of change in forging integrated national ocean policy is considered and the paper concludes with formulation of advice to governments." |
