Abstract: "This paper briefly describes the local community dimension of Indonesian Forest Policy focusing particulalrly on the three main Indonesian community forestry policies : the HKm (Hutan Kemasyarakatan / Community Forest), HTR (Hutan Tanaman Rakyat / Community Based Tree Plantation) and HD (Hutan Desa / Village Forest) schemes which are not precisely in line with the principles of collaborative forest governance proposed by Inoue (2009). The authors assert that the main critical factor neglected in Indonesian related Forest Policies is the Customary Land Tenure of the local communities which reflects various subjects holding different rights over particular types of forest lands, as in the case of forests in East Kalimantan. The authors suggest that for the success of the Collaborative Forest Governance, it is imperative to precisely know the characteristics of different types of local forest lands as the objects of the local Customary Land Tenure rights and to identify various subjects holding different rights on different types of the local forest lands. As those variables are prominent in shaping the success of Collaborative Forest Management programs, they need to be sufficiently taken into account in forest governance policies."
