Abstract: "This paper is about considering various factors that determine the behavior and choices of human beings, in the analysis of human institutions at macro and micro levels. I will pay particular attention to the natural and human-imposed limitations to the successful design and operation of institutions. Specifically, I will consider two factors that influence the behavior and choices of human beings and their ability to enter into rule-ordered relationships: (1) domination of national-level centralized bureaucratic order over local-level self-governing order, and (2) effects of natural responses to overpopulation."
