Abstract: "This essay is an analysis of the first year of implementation of the Cruzada Nacional contra el Hambre (CNCH), main program against hunger in Mexico, in order to provide some ideas to the debate and construction of food policies based on strengthening local governance and active participation of communities protagonists. We remark the usefulness of collective action approach and polycentric governance from the work of Elinor and Vincent Ostrom for design, implementation and adjustment of this kind of public policies. The first section of this document describes the state of food security in Mexico, the second and third one analyze the institutional design of CNCH through collective action perspective, finally, the fourth section is a collection of recommendation to improve the CNCH."
