Poverty and unemployment are often spatially concentrated whether in the large declining swatches of a Detroit or Buffalo, or a few blocks of smaller underperforming neighborhoods in otherwise economically healthy metropolitan economies. Marked by low incomes, high social service demands, deteriorating housing stock, and high unemployment rates, these places often have inadequate services, failing schools, and few jobs matching the skills of residents."
