Journal Article Computer-supported Games and Role Plays in Teaching Water Management(2012) Hoekstra, Arjen"There is an increasing demand for an interdisciplinary approach in teaching water management. Computer-supported games and role plays offer the potential of creating an environment in which different disciplines come together and in which students are challenged to develop integrated understanding. Two examples are discussed. The River Basin Game is a common-pool resource game in which participants experience the risk of over-abstractions of water in a river basin and learn how this risk relates to the complexity of the system, the conflict between individual and group optimum and the difficulty to come to good cooperation. The Globalization of Water Role Play makes participants familiar with the global dimension of water management by letting them experience how national governments can integrate considerations of water scarcity and domestic water productivities into decisions on international trade in commodities like food, cotton and bio-energy. The two examples illustrate that plays inspire participants to think about the functioning of systems as a whole and to develop good cooperative courses of action, whereby both uncertainties about the system and the presence of different values and perspectives among participants play a role."Journal Article An Empirical Analysis of Stakeholders Influence on Policy Development: The Role of Uncertainty Handling(2011) Bijlsma, Rianne; Bots, Pieter W. G.; Wolters, Henk A.; Hoekstra, Arjen"Stakeholder participation is advocated widely, but there is little structured, empirical research into its influence on policy development. We aim to further the insight into the characteristics of participatory policy development by comparing it to expert-based policy development for the same case. We describe the process of problem framing and analysis, as well as the knowledge base used. We apply an uncertainty perspective to reveal differences between the approaches and speculate about possible explanations. We view policy development as a continuous handling of substantive uncertainty and process uncertainty, and investigate how the methods of handling uncertainty of actors influence the policy development. Our findings suggest that the wider frame that was adopted in the participatory approach was the result of a more active handling of process uncertainty. The stakeholders handled institutional uncertainty by broadening the problem frame, and they handled strategic uncertainty by negotiating commitment and by including all important stakeholder criteria in the frame. In the expert-based approach, we observed a more passive handling of uncertainty, apparently to avoid complexity. The experts handled institutional uncertainty by reducing the scope and by anticipating windows of opportunity in other policy arenas. Strategic uncertainty was handled by assuming stakeholders acceptance of noncontroversial measures that balanced benefits and sacrifices. Three other observations are of interest to the scientific debate on participatory policy processes. Firstly, the participatory policy was less adaptive than the expert-based policy. The observed low tolerance for process uncertainty of participants made them opt for a rigorous 'once and for all' settling of the conflict. Secondly, in the participatory approach, actors preferred procedures of traceable knowledge acquisition over controversial topics to handle substantive uncertainty. This excluded the use of expert judgment only, whereas the experts relied on their judgment in the absence of a satisfactory model. Thirdly, our study provides empirical evidence for the frequent claim that stakeholder involvement increases the quality of the knowledge base for a policy development process. Because these findings were obtained in a case that featured good process management and a guiding general policy framework from higher authorities, they may not generalize beyond such conditions."Journal Article The Global Dimension of Water Governance: Why the River Basin Approach Is No Longer Sufficient and Why Cooperative Action at Global Level Is Needed(2010) Hoekstra, Arjen"When water problems extend beyond the borders of local communities, the river basin is generally seen as the most appropriate unit for analysis, planning, and institutional arrangements. In this paper it is argued that addressing water problems at the river basin level is not always sufficient. Many of today‘s seemingly local water issues carry a (sub)continental or even global dimension, which urges for a governance approach that comprises institutional arrangements at a level beyond that of the river basin. This paper examines a number of arguments for the thesis that good water governance requires a global approach complementary to the river basin approach. Subsequently, it identifies four major issues to be addressed at global scale: Efficiency, equity, sustainability and security of water supply in a globalised world. Finally, the paper raises the question of what kind of institutional arrangements could be developed to cope with the global dimension of water issues. A few possible directions are explored, ranging from an international protocol on full-cost water pricing and a water label for water-intensive products to the implementation of water footprint quotas and the water-neutral concept."Journal Article The Green, Blue and Grey Water Footprint of Crops and Derived Crop Products(2011) Mekonnen, M. M.; Hoekstra, Arjen"This study quantifies the green, blue and grey water footprint of global crop production in a spatially-explicit way for the period 1996-2005. The assessment is global and improves upon earlier research by taking a high-resolution approach, estimating the water footprint of 126 crops at a 5 by 5 arc min grid. We have used a grid-based dynamic water balance model to calculate crop water use over time, with a time step of one day. The model takes into account the daily soil water balance and climatic conditions for each grid cell. In addition, the water pollution associated with the use of nitrogen fertilizer in crop production is estimated for each grid cell. The crop evapo-transpiration of additional 20 minor crops is calculated with the CROPWAT model. In addition, we have calculated the water footprint of more than two hundred derived crop products, including various flours, beverages, fibres and biofuels. We have used the water footprint assessment framework as in the guideline of the water footprint network. Considering the water footprints of primary crops, we see that global average wa- ter footprint per ton of crop increases from sugar crops (roughly 200 m3 ton-1), vegetables (300 m ton), roots and tubers (400 m ton), fruits (1000 m ton ), cereals (1600 m ton), oil crops (2400 m ton) to pulses (4000 m ton). The water footprint varies, however, across different crops per crop category and per production region as well. Besides, if one considers the water footprint per kcal, the picture changes as well. When considered per ton of product, commodities with relatively large water footprints are: coffee, tea, cocoa, tobacco, spices, nuts, rubber and fibres. The analysis of water footprints of different biofuels shows that bio-ethanol has a lower water footprint (in m GJ ) than biodiesel, which supports earlier analyses. The crop used matters significantly as well: the global average water footprint of bio-ethanol based on sugar beet amounts to 51 m3 GJ-1 , while this is 121 m3 GJ-1 for maize. Global freshwater withdrawal has increased nearly seven-fold in the past century. With a growing population, coupled with changing diet preferences, water withdrawals are expected to continue to increase in the coming decades. With increasing withdrawals, also consumptive water use is likely to increase. Consumptive water use in a certain period in a certain river basin refers to water that after use is no longer available for other purposes, because it evaporated."Journal Article Voices on Virtual Water(2003) Allan, John Anthony; van Hofwegen, Paul; Hoekstra, Arjen"Clear signs of a water-deficit driven import of cereals – so called virtual water flow – and intensifying water stress in the semi-arid tropics suggest a major switch in global food trade. Food production in water rich regions may come to play an increasing role to alleviate hunger in water-short countries."
