    Cattle, Grazing and Rangeland Tenure in Bulilimamangwe

    "Tenure systems represent 'a bundle of rights' defining 'who is permitted to exploit what resources under which conditions: the issues of ownership of, control over and access to the means of production.' Tenure systems depend on the existence of recognised social and physical boundaries for their efficiency. These boundaries help i n defining leaders, users, and monitoring. This study cites an example of an area where existing boundaries complicate attempts at bringing about a common property management regime. It is argued that in such cases it is best to incorporate immediate outsiders like the Rural District council in the management regime."

    Grazing in the Bulilima Mangwe Natural Resource Management Area

    "This paper examines patterns of cattle grazing and ownership in a district in western Zimbabwe. It discusses some issues surrounding efforts to organise grazing in conjunction with the Natural Resources Management Project, CAMPFIRE (Communal Areas Management Programme for Indigenous Resources). A major issue raised in this discussion is the problem of defining a community when dealing with a resource held under a common property regime like grazing. We point out that a close look at cattle holdings within the community, shows that there are many institutional actors and interests at work which need to be taken into account. "This paper describes the history of the area and the background of the project. It examines patterns of cattle ownership and grazing It outlines and discusses some of the issues which have arisen in the course of the implementation of the NRMP/CAMPFIRE programme in Buhlima Mangwe district."

    Local Institutions for Natural Resource Management in Bulilmamangwe, Zimbabwe

    "CAMPFIRE (Communal Area Management Programme for Indeginous Resources) has become popular as an example of a community based management programme for natural resources. This paper examines the community basis of the programme focusing on Bulilimamangwe District in south western Zimbabwe. A study of conflicts and institutions in the area demonstrates that in this district, CAMPFIRE, though community based in intent, is a top down programme. Also the conflicts show that community based management of natural resources can become an arena for conflict between interest groups from different levels. "Bulilimamangwe District is one of the many districts which has a CAMPFIRE programme. The programme, is about the devolution of authority to local communities to manage wildlife resources. Institutions have been set up which will strengthen the community basis of the management programme. Two wards were studied in greater detail to observe the wildlife committees in practice. The wards were Gala and Makhulela. This study also focuses on these institutions and their role in CAMPFIRE. The major finding is that the problems encountered in CAMPFIRE are divorced from these institutions."
