Since then, around the nation, state and local governments, businesses, and non-governmental organizations ('NGOs') have moved beyond the theoretical and single transactions to develop and test a variety of ecosystem service markets. Oregon environmental groups, governments, and businesses have been leaders in supporting and encouraging market development and working with regional partners interested in cooperation at larger scales."
