In South Asia, there seems to be no practical means for the direct management of groundwater. Laws are unlikely to check the chaotic race to extract groundwater because of the logistical problems of regulating a large number of small, dispersed users. Water pricing and property-right reforms also will not work for the same reasons. Appropriate policies for the supply and pricing of power offer a powerful toolkit for the indirect management of both groundwater and energy use."Working Paper Rethinking Tanks: Opportunities for Revitalising Irrigation Tanks: Empirical Findings from Ananthapur District, Andhra Pradesh, India(2003) Sharma, Abhishek"This study finds that in the Ananthapur district of Andhra Pradesh, tanks were a precarious source of irrigation, even at the peak of their use. Hence, with the use of electricity supply and reduction in the cost of groundwater extraction technology, farmers moved to groundwater irrigation. Along with a rise in groundwater irrigation, however, a steady decline in tank irrigated area was witnessed."
