    From the Baltic Sea to Lake Victoria: The High Level Visit to the Baltic Sea Region 1999

    From Introduction: "A delegation of 14 East African high-level officials visited the Baltic Sea region between May 31st and June 5th 1999 on invitation by the Swedish International Development Cooperation Agency, Sida. The purpose of the visit was to look into the experiences from the Baltic Sea cooperation and evaluate the relevance of these to Lake Victoria. For this purpose the Delegation met with selected institutions, organizations and networks (intergovernmental as well as non-governmental) in the Baltic Sea region. The list of participants and the program for the visit are found in Annexes 1 and 2, respectively. The visit included, a tour covering the four countries Sweden, Finland, Estonia and Latvia, and a two-day seminar in Kalmar for discussions and summing up. The delegation visited or met with representatives from 20 institutions and organizations active in various sectors in the Baltic Sea Region. During the seminar in Kalmar the delegation made a first assessment of the applicability of Baltic Sea experiences for the Lake Victoria Region. The visit was organized and carried out by the Stockholm International Water Institute, SIWI, of behalf of Sida."

    "The 2004 Stockholm Water Symposium showed that the world finds itself in the middle of a period of rapid change, characterised by great and increasing complexity – a complexity that continues in raising the expectations on water-related professionals. The Symposium has had its focus on the drainage basin and in particular the internally linked issues of both urban security and food security. The Symposium has analysed these inter-linkages and discussed issues of governance within that biophysical framework."

    Networking Between Parties Around the Baltic Sea and Lake Victoria: Local Authorities, Universities, and Non-governmental Organisations

    "At the invitation of the Government of Uganda, a workshop was convened in Kampala and Entebbe, November 15-19, 1999, on the co-operation between the Baltic Sea region and Lake Victoria region through networking of local authorities, universities, and non-governmental organisations. The workshop was organised by the Ministry of Water, Lands, and Environment in response to the conclusions drawn from the High Level Visit to the Baltic Sea Region by an East African High Level Delegation during May 31 - June 5, 1999. Workshop participants included representatives of the Governments of Kenya, Sweden, and Uganda, the Secretariat of the Commission for East African Co-operation (EAC), the Swedish International Development Co-operation Agency (Sida), and local authorities, universities, and non-governmental organisations in the Lake Victoria region as well as the Union of the Baltic Cities and the Baltic University Programme. No environmental NGO from the Baltic Sea region had the possibility to participate during the workshop."

    Proceedings from 'Balancing Human Security and Ecological Security Interests in a Catchment: Towards Upstream/Downstream Hydrosolidarity' Seminar

    "Three earlier SIWI Seminars have addressed issues related to the upstream/downstream dimensions of catchment management in seeking ways and means of moving towards hydrosolidarity. In 1999, the focus was on national catchments, in 2000 on multinational catchments, and in 2001 on how to address water security for cities, food security and environmental security in a catchment. A number of issues and obstacles were identified, including conceptual issues, human momentum and social momentum obstacles. The 2002 Seminar continued along this track but put emphasis on the balancing component: how to balance human livelihood security and ecological security, paying attention to water-ecosystem interactions and to upstream/downstream dependencies and how these interactions are modified or altered by human interventions and manipulations. The overriding goal is to seek clarity on what should exactly be meant by 'land/water integration taking a catchment-based ecological approach' - an approach advertised by both Global Water Partnership and Global Environment Facility in the follow up of the 2nd World Water Forum in 2000. This paper summarises the outcome of the Seminar."

    Towards Familiarity With Uncertainties

    "A SIWI Seminar on August 16, 2003, put focus on how scientific effort could be better tuned to exercise influence on decision making. The seminar was a first effort to identify and analyse the significance of uncertainty and ignorance about natural systems as opposed to societal systems. How can uncertainties be addressed on the road towards increased hydrosolidarity between upstreamers and downstreamers, between land use and water, and between human needs and the safeguarding of crucial ecosystems?"
