    Implementation of Irrigation Management Reform Policy under External Support: Sustainability Question: A Preliminary Observation in West Sumatra, Indonesia

    "The paper critically analyzes the sustainability of externally funded projects for the implementation of irrigation management reform policy in Indonesia. Implementation aspects analyzed are project management, individuals within the project, external funding assumption, previous experience, and policy ambiguity. Data were drawn primarily from West Sumatra Province, where irrigation management reform multi-projects are located. The paper concludes that these projects will not be able to empower the Water User Associations and the district or provincial government to continue project implementation when external funding source is withdrawn. Hence, an alternative course of implementation which mainly relies on local capacity is proposed."

    Maximizing Socioeconomic Approach in Studying People-Forest Interactions

    "Study on people-forest interaction increased rapidly in last two decades along with development of several methods in approaching this topic. In any circumstance, this is study about people and their behavior towards the forest; hence behavioral science that rooted in interdisciplinary socioeconomic approach will continue to exist. Unfortunately, the use of socioeconomic approach in people-forest interaction studies has been single disciplined and use limited technique with limited time frame, as consequences it lacks of comprehensiveness in understanding a complex and multi dimensional people-forest interaction. In addition, socioeconomic studies have emphasized so much on people and lacks of appreciation on forest aspect. "This paper argues that socioeconomic approach in studying people forest interaction can be maximized by employing interdisciplinary socioeconomic approach with a combination of techniques. Hence, the use of traditional techniques in data gathering for various socioeconomic aspects, i.e. livelihood, forest institution, and forest management-- are useful and can be supported various level of analysis. These techniques minimally range from key informants, historical documentary data, map, group interview, household survey, and observation. "The paper will discuss importance of triangulation in maximizing socioeconomic approach in studying people-forest interaction. At the end it would suggest that application of triangulation also means that forestry researcher should cope with latest development on forestry research methodology."

    The Resistant of Central Government towards Participatory Resources Management: Case of Irrigation and Forestry Resources in Decentralized Indonesia

    "Where global trend on common resources management has been toward participatory resources approach through decentralization, i.e. stakeholders at local level play a more equal role in resources management; this concept found it's still hard to be implemented in Indonesia. Although the macro political condition has been conducive, i.e.; regime has already changed from authoritarian one to a more democratic one, administration has been changed from centralization into a democratic decentralization, civil society has been active in promoting participatory management, but the bureaucracy at central government hardly changes. Through a strategy of 'transfer and grab back', central bureaucracy manage to constantly play dominant role in common resources management. To revitalize its role, central government keeps modifying policies on these resources management. It consistently inserts phrases in natural resources law/regulation that allow it to penetrate into district level, it also uses moment of administrative split up of the province which put more resources categorized as national resources, accepting request from local government to upgrade district and provincial natural resource becoming national resources. These have bee facilitated by the fact that the country still depend on foreign aid for development program. This paper discusses how and why central government bureaucracy re-play dominant role in natural resources management amid the decentralization policy."
