Journal Article A Bayesian Belief Network Model for Community-based Coastal Resource Management in the Kei Islands, Indonesia(2016) Hoshino, Eriko; van Putten, Ingrid; Girsang, Wardis; Resosudarmo, Budy P.; Yamazaki, Satoshi"Understanding the specific relationships between ecological and socioeconomic conditions and marine tenure is likely to contribute to successful functioning of self-governance institutions for common-pool resources. Complex interrelationships of factors influencing fishing activities of coastal communities and implementation of customary marine tenure over their waters can be represented in a Bayesian belief network model. We developed a Bayesian belief network model that includes the links between factors for fishing communities in the Kei Islands in Indonesia, based on indepth local surveys. Our results showed that the cumulative impacts of multiple factors on key social, economic, and environmental outcomes can be much larger than the impact from a single source, which implies that management or policy intervention could be more effective when addressing multiple factors simultaneously. The local community's perception of fish stock abundance trends was the single most important factor influencing social, economic, and environmental outcomes of their community-based management system. The frequency of which outsiders were sighted in territorial waters was strongly (negatively) linked to weak or strong implementation of a customary tenure (Sasi) and the occurrence of intervillage and intravillage conflict. Ecological variables also drive these conflicts, which illustrates the close connection between ecological and social outcomes, and the importance of considering social-ecological systems as a whole."Journal Article Individual Transferable Quota Contribution to Environmental Stewardship: A Theory in Need of Validation(2014) van Putten, Ingrid; Boschetti, Fabio; Fulton, Elizabeth A.; Smith, Anthony D. M.; Thebaud, Olivier"We explored the extent to which (1) individual transferable quotas (ITQs) may lead to changes in environmental stewardship and (2) environmental stewardship may in turn contribute to explain the success or otherwise of ITQs in meeting sustainability objectives. ITQs are an example of incentive-based fisheries management in which fishing rights can be privately owned and traded. ITQs are aimed at resolving the problems created by open-access fisheries. ITQs were proposed to promote economic efficiency, and there is growing empirical evidence that ITQs meet a number of economic and social fisheries management objectives. Even though improved stock status arises as a consequence of the total allowable catch levels implemented together with ITQs, the effect is difficult to separate from the improvement attributable to existing and new management changes. However, stock status improvements have also been attributed to increased environmental stewardship resulting from the allocation of individual fishing rights. We defined environmental stewardship as a set of normative values that private individuals may hold, and that entail perceived duties and obligations to carefully manage and use marine resources. We did not debate the success or otherwise of ITQs in meeting sustainability objectives but discussed the premise that this success may in part be a consequence of a change in fishers environmental stewardship. In particular, because of the absence of empirical literature, we explored the theoretical effects of the introduction of ITQs in conjunction with comanagement on a change in environmental stewardship. Although psychological theory suggests that there may be a relationship, there is insufficient evidence to draw the conclusion that improved environmental outcomes are attributable to changes in stewardship ethics arising from the combined effect of allocating fishing rights and comanagement in ITQ-managed fisheries. Complexity added by the move to fewer and generally larger scale fishing operations, the concentration of ownership with processors and investors, the increasing numbers of lease fishers, and corporate membership on comanagement committees may all affect stewardship, and more research is needed to establish in which direction these effects are in fact playing out."Journal Article Toward Operationalizing Resilience Concepts in Australian Marine Sectors Coping with Climate Change(2013) Davidson, Julie L.; van Putten, Ingrid; Leith, Peat; Nursey-Bray, Melissa; Madin, Elizabeth M.; Holbrook, Neil J."We seek to contribute to the scholarship on operationalizing resilience concepts via a working resilience indicator framework. Although it requires further refinement, this practical framework provides a useful baseline for generating awareness and understanding of the complexity and diversity of variables that impinge on resilience. It has potential value for the evaluation, benchmarking, monitoring, and reporting of marine system resilience. The necessity for such a framework is a consequence of the levels of complexity and uncertainty associated with climate change and other global change stressors in marine social-ecological systems, and the problems involved in assessing their resilience. There is a need for: (1) methodologies that bring together knowledge from diverse sources and disciplines to investigate the complexity and uncertainty of interactions between climate, ocean, and human systems and (2) frameworks to facilitate the evaluation and monitoring of the social-ecological resilience of marine-dependent sectors. Accordingly, our main objective is to demonstrate the virtues of combining a case study methodology with complex adaptive systems approaches as a means to improve understanding of the multifaceted dynamics of marine sectors experiencing climate change. The resilience indicator framework, the main product of the methodology, is developed using four case studies across key Australian marine biodiversity and resource sectors already experiencing impacts from climate and other global changes. It comprises a set of resilience dimensions with a candidate set of abstract and concrete resilience indicators. Its design ensures an integrated approach to resilience evaluation."
