Abstract:	"The main objective of this paper is to explore the feasibility of range management among the ovaHerero pastoralists of semi-arid eastern Namibia. It intentionally focuses on the devolution of authority over communally held resources to pastoral communities in the eastern communal areas. The paper uses historical analysis to highlight the role of marginalization (in political ecology sense) in resource (mis) management, and how it subsequently affects the proposed community based natural resource management (CBNRM) program pursued by the Namibian government. Government attempts to enlist community participation has so far yielded dismal results."
