Abstract: "The years between 1969 and 1973 constitute a watershed in the evolution of federal environmental policy and legislation. During this time, Congress passed and the President signed the National Environmental Policy Act, the Clean Air Act Amendments of 1970, the Federal Water Pollution Control Act Amendments of 1972, and the Endangered Species Act of 1973. Each of these laws departed significantly from existing federal laws, and the air quality and water quality amendments in particular imposed significant compliance costs on American industry. Collectively, i'm going to refer to these major federal statutes as the Beginning Environmental Statutes, or the BEST."
