dc.description.abstract "This report outlines the approach taken to identify and evaluate the features of the legal and institutional framework for the management of water and land of four countries in the Asian region. It describes the method used to achieve this, outlines some of the key findings and raises some important challenges for the future. It is based on a study carried out in the region in 2002 by IWMI, to review the capacity of the legal and institutional system of the People's Republic of Bangladesh, Lao PDR, the Republic of the Philippines and the PRC (these four countries are hereafter referred to as 'the region' in this report) to manage water- and land-use issues. It identifies the capacity of relevant national, regional and international legislation to manage water and land-use issues of the region. It also raises opportunities for reform and capacity building in the legal and institutional system in the region. It highlights the relationships and interdependence between the three principal levels of legislative instruments applicable in the region--the international environmental law, regional environmental law and national environmental law. In this regard, this report makes a significant contribution as a general procedure to better understand the capacity of the legal and institutional system for integrated water- and land-resources management." en_US
