Abstract: "Availability of legal texts exemplifying the successful governance of a complex resource system as a commons is important. Those who look for ideas about how scarce resources can be utilized for the common good can find some here. Those who wonder how it is possible to govern the commons for the benefit of the poorest villagers may also find some ideas here. But the culture, the ideas and beliefs about equity and social justice that the legislation builds on is not included for obvious reasons. This has to be added by the reader or found elsewhere. Without a certain foundation of informal institutions the formal rules will not produce results as intended. The report presents local and global rules governing commons in Ultzama in Navarre, Spain together with some field notes on two village commons, Ultzama and Ituren."
