Abstract:	"Groundwater is being over-exploited both by electrification and by illegal digging of shallow wells. In light of this, the Ministry of Agriculture set up a study to review options for rationalising groundwater use. Controlled electrification seems to be the best means available, allowing precise monitoring and evaluation of water consumption."
