Abstract: "Social forestry as a concept is not new. It has been well established for centuries in many countries in continental Europe and in the first half of this century many countries under colonial rule (had a forest service whose main functions were establishment of protection forests and the creation of 'village forest areas' or 'urban fuelwood areas'. In the last thirty years, ideas of development through industrialization led to a change in the activities of forest services resulting in concentration on industrial plantations. No resources were made available for 'community' forestry either by aid agencies or even by most national governments."
