Abstract: "The problem of the global commons is that people in both the North and South are free to engage in activities that produce greenhouse gases without regard for the interests of their fellow citizens. They can also proceed without caring about people living in other countries or in the future. Public policy for the global commons would change the rules and laws facing people in the North and South."
