Abstract: "In this paper I attempt to shed light on this question by considering a phenomenon which in both Canada and the United States has been associated with one of the most dramatic and increasing separations of the post-war era: the intergovernmental grant from federal to state or provincial governments. If separation by itself, influences the relative size of the public secore, we could reasonably expect to observe this effect as one of the consequences of the system of intergovernmental flows."
