dc.description.abstract "Common-pool resource (CPR) scholars who study the management of social-ecological systems (SESs) often closely examine the activities of communities and their local institutions. This scholarship could be enriched by an exploration of how the behaviors of higher-level government units contextualize and condition local activities. Government organizations play an important role in the management of many complex SESs throughout the world, including those nominally managed by communities. We develop a framework for analyzing the behavior of government organizations devoted to resource management. The framework focuses on interactions between organizational attributes, such as authority structures, and institutional pressures affecting the organization. These interactions affect resource management outcomes such as the treatment of stakeholders. The framework highlights the importance of interpreting organizational behavior as a product both of interplays between participants and of the external pressures organizations face as unitary actors. By carefully studying government resource management organizations, we hope to help CPR and SES scholars better understand and predict these organizations’ behavior." en_US
