dc.description.abstract "The analysis presented employs a framework for researching forest policy which was used in my last project on mountain forest management policy. My paper reflects the theoretical and empirical knowledge from both of these policy evaluation studies. In the first part, I will describe the research framework applied. In the second part, I will present findings on mountain forest management policies in the era of the commons, the era of the sovereignties, and the era of the constitutional state. Conclusions will be drawn on questions about the role of institutions in the management of protective forests. In this paper, I am talking about forests on steep slopes which protect settlements and traffic lines against avalanches, rock-fall, etc. The major part of Austria's territory is mountainous and densely populated." en_US
