Abstract: "The debate over common property among development professionals is becoming increasingly active. A growing number of researchers and practitioners question the application of the 'tragedy of the commons' paradigm to resource overuse, yet a broader and more elaborate theory of common property is only now emerging. The systematic empirical examination of the factors underlying successful collective action is relatively recent (e.g. Wade, 1988; Tang, 1992). This article undertakes such an examination with regard to watershed management in Haiti."
