dc.description.abstract"In the late 1980's the Norwegian fisheries experienced its most severe crisis in modern times. This occurred when the Norwegian Arctic cod stock declined sharply. In response to this situation, the total quota was cut drastically and a system of Individual Vessel Quotas (IVQ) was introduced in 1990. Despite hard criticism from parts of the fishing community, the IVQ-system has survived with minor adjustments. This paper describes the IVQ-system and analyses the policy process by which it was constructed and its consequences."en_US
