Abstract

"This paper contains five sections. Section one analyzes the institutions of the one-party state and their effect on policymaking. As the head of both government and party, President Kaunda emerged as the dominant policymaker in the Second Republic. The second section describes the decline of the Zambian economy, and the simultaneous rise of the wildlife trade."
