Abstract

"This paper attempts to look at the 'art of the possible' in water allocation activities using the requirement to transfer water for agriculture over to domestic water supply. Through both general debate, and actual field results it provides an analysis of the circumstances that can encourage negotiated settlements for disputes over water, or enable serious conflict can emerge."
