Abstract

"Whilst there is growing evidence on how programme aid and Sector-Wide Approaches (SWAps) might best be managed, there remain few accounts of how cross-cutting themes can successfully be incorporated into these. This paper focuses on environment as one such theme. Environmental issues have a close bearing on the livelihoods of the poor, and form the focus of this paper."
