Abstract

"The focus of this inquiry is on understanding incentives actors face in the production and provision of alternative environmental goods. The key building blocks of the theoretical framework—types of goods, polycentric governance, and externalities—are each defined and used to formulate testable hypotheses regarding the nature of municipal environmental policy choices. From a micro-transactional perspective, political actors in cities seek policies that increase their political fortunes and citizens vote for politicians who offer policies closest to their ideal outcome. From a macro-polycentric perspective, cities compete and cooperate with other cities and are overseen by complex relationships with regional, state, and federal jurisdictions. This article introduces, defines, and explores the key building blocks of the theoretical framework and uses them to develop empirically testable hypotheses for understanding the incentives of political and economic actors at providing environmental goods."
