Abstract

"This paper focuses on the issues related to sovereignty, property, and the international law of the sea. These three concepts are critical to the establishment and legitimization of a new international regime in ocean governance. Te efficient exploitation of the oceanic resources in the areas beyond national jurisdiction of nation-states cannot legally start without a set of preestablished rules concerning property and property rights."
