Hydropower in Lao PDR: The Taxable Transformation of Natural Resources

Abstract

From the Introduction: "...This paper aims at looking at foreign direct investment, and especially Build-Operate-Transfer (BOT) hydropower schemes, in Lao PDR trying to evaluate their role in reaching the national development goals. The study uses the Theun-Hinboun hydropower project as a case study to assess the impacts of a project and to determine possible lessons learned for the future development of hydropower in Lao PDR. The study is based on interviews of various actors involved in hydropower sector in Lao PDR and the analysis of relevant literature."
