Abstract
"A study was conducted in four contract reforestation project sites in the province of Tarlac to determine the profile and perceptions of participants in the Contract Reforestation Program (CRP). The study sought to highlight the socio-demographic characteristics and organizational aspects of contractors in the CRP: determine their perceptions on the objectives and some aspects of the program: find out the experiences and motivation of the contractors in joining the program: determine their accessibility and competency of the Project managers, and identity the problems encountered by the contractors in the implementation of the program. Data were gathered from 19 family and 98 community contractors and 133 non-members hired as laborers by the contractors. Evidence indicates that majority of the family contractors were officially recognized by the DENR. Likewise, out of the 52 organizations involved in contract reforestation, 65 percent were registered with the Securities and Exchange Commission (SEC). The rest could not be considered organizations because of lack of legal personality. The majority of the participants have had unsatisfactory experience on the different aspects of reforestation especially in the benefits/privileges and the mode of the works carried out. Employment and income were the primary motives for joining the CRP. All the reforestation projects are located in remote upland areas and accessible only by foot for about 2-3 hours walk. Project Managers were easily accessible when their services were needed. These were perceived as technically competent in reforestation, however the people expressed some doubts as to their sincerity in entertaining urgent problems."
