Abstract

"The rich and diverse resources of the sea are being exploited up to and beyond sustainable levels in many areas of the world. Among the results are extinction of species, disturbance of delicate ecosystems, collapse of important fisheries, and destruction of pristine undersea environments. "Less dramatic, but of enormous importance, is the decrease in yields, income, and employment from fisheries. "Sometimes the technical expertise and funding necessary to manage fisheries effectively and protect marine resources is lacking. In other cases, the government does not consider the problem a priority or there is political opposition to regulation. Systems of regulation and management developed for modern commercial fisheries often do not suit the needs of fisheries in developing countries. "Partial closure of artisanal fisheries using marine reserves may be a feasible and effective means of protecting fishery production as well as habitat and biological diversity."
