Abstract

"In the traditional society of ethnic minorities in the High Plateaus of Central Vietnam, ownership over lands and forests belongs to each village as represented by the Head of the village or the leader of the clan. The households have the right to use specific plots of land and forest belonging to the community as specified clearly by customary laws. From the beginning of the 20th century, due to the impact of various factors such as establishment of plantations, migration, wars, etc., common property in the high plateaus have undergone considerable changes. What is important is to solve adequately the relationship between customary laws in land use and the present land legislation, to carry out rational policies on development and population distribution, to identify production patterns which are in keeping with the ecosystems and the socio-economic development level of various ethnic groups in order to help them to stop slash and burn pattern and settle down to sedentary agriculture, and to harmonize the demands of economic development with preservation of cultural identity and environmental protection."
