Abstract

"This paper considers the structure of local irrigation management institutions and the manner in which they respond to change induced by external circumstances. It presents a case study from Gilgit District, northern Pakistan, where 3 villages divert melting water from a glacier to irrigate their fields. After examining the manner in which water is distributed and the relationship between crops planted and subsequent water rights, a number of changes which have taken place in the irrigation management structure over time are reviewed. The latest of these resulted from intervention by the Aga Khan Rural Support Programme (AKRSP), a private development organization seeking to induce community-based agrarian change. With the help of the AKRSP a new primary irrigation channel was constructed and is now being utilized. It is argued that the AKRSP has been effective in mobilizing local skills, knowledge and organizational strength because it builds upon existing organizations."
