dc.description.abstractA presentation of this paper can be found here: https://tinyurl.com/y8sfrvoa "This paper explores what changed in the conceptualizations of the state that underlie the analyses of the two Tallinn manuals.3 On many of the most difficult issues, the experts involved in Tallinn Manual 2.0 apparently found themselves helpless in the face of an operational need to resolve seemingly unresolvable issues. The result was an analysis that tries to have it both ways at once in a number of critical areas. The most important of those that appeared in the foundational sections of the work are discussed below; it is expected that more will be uncovered as analysis of the additional texts continues."en_US
