Abstract
"Equality and dignity for all human beings in the enjoyment of human rights are well-established rules of human rights law. They have been pursued by way of non-discrimination and preferential treatment or affirmative action. The university of rules is guaranteed by provisions in the United Nations Charter and the Universal Declaration of Human Rights. It is, however, the experience of the human rights community that equality and non-discrimination in the enjoyment of rights afford insufficient protection."
