dc.description.abstract"Based on the recognition that global agreements on cutting greenhouse gasses emissions are apt to be procrastinated, local initiatives on a voluntary basis is proposed as a complement to the ongoing intergovernmental negotiations. The preservation of the atmospheric quality is regarded as a global public good, and we investigate the efficacy of financing it by means of raffle lotteries. We derive the conclusion that the efficacy depends both on the organizational form of the lottery enterprises, i.e. on what type of entrepreneur runs the enterprise of the 'selective incentive-cum-global public good,' and on consumers' consciousness of the ecological benefit of the global public good."en_US
